Global Sur is an international development consultancy, created in 2024 with social purposes. It has its headquarters in Ecuador, and soon local oices in Central America. It has a network of experts to implement programs in Central America, South America and the Caribbean.
Its management and consulting team has extensive experience implementing technical assistance programs in more than 25 countries in the LAC region and Africa, in collaboration with implementing partners from USAID, bilateral and multilateral agencies, United Nations Agencies, and international NGOs.

For more than a decade he has been the Regional Lead for Latin America and the Caribbean of the Clinton Health Access initiative (CHAI), and for more than 20 years the CEO of LMP Global Consulting, advising governments and supporting cooperation agencies such as USAID, United Nations, World Bank Group, Council of Ministers of Health of Central America (COMISCA), Secretariat of Social Integration of Central America (SISCA), and Chemonics
International Inc., among others. Luis has an MBA from IEB in Madrid, Spain, and a BA in Finance from the Universidad San Francisco de Quito in Ecuador. In recent years he completed his studies in Digital Strategies at Columbia Business School.

Global Sur Group has a consulting team comprised of managers, technical leaders and experts who have worked with main donors, international cooperation agencies and NGOs, in the implementation of international development programs in the Latin American and Caribbean region.
